I tend to assume most people don't register domain names and then use them for home internet access, since that is 100% true five nines of the time.

"I got norton" is such a comedy line it really beggars the imagination. I typically take these screenshot scambuster scenarios with a grain of salt the size of Canada.

even if he did have a domain registered with accurate WHOIS contact info any network lookup tool would give the original netblock owner by default, even with US government agencies from municipal to federal levels you get "level 3 communications" or "AT&T Worldnet" most of the time, not the bandwidth lessee.
