Why Scotty does not get an opportunity

Even though I don't really understand Scotty's finishing move, If Kid Kash can win 2 matches then become the Cruiserweight Champion of the World, then why can't someone like Scotty 2 Hotty who has never won that title and been in the WWE for over 9 years win it?

S2H was Light Heavyweight Champion for a week back in 2000, winning it from Dean Malenko. Then losing to Dean Malenko in S2H's best match ever - mostly down to Malenko, of course.

What do you mean you forgot the Light Heavyweight Championship? Or Dean Malenko as Wrestling's James Bond?

I kinda remember that match... it was good mostly due to Scotty taking a wicked DDT from the top rope.
