The part about the SuperPass 2 at the bottom is confusing me. Isn't this thing just a slash card you dump roms to?

I think the SuperPass is similar to the PassMe. The PassMe was built by hobby developers as a way of making the Nintendo DS take a GBA flash cart as input to it's DS-Cart slot. It means that because there still aren't DS Flash Carts, you can write Nintendo DS stuff to a GBA Flash Cart, and hence play it on the DS.
Don't think it works with commercial ROMs though, if that's what you were wandering.
