It's pretty simple, traditionally "dumbed down" refers to designing a game so it can be played on a console spec game pad. These days in an FPS that basically means adding in aim assist and slowing down a character's turn speed. I think "dumbed down" comes more into play with something like an RTS where they have to simplify the games to make it possible to play it on a console (see Civ Rev against Civ 4 for example).

Also see: Deus Ex vs. Invisible War. Not that IW was a terrible game by any means, but it was definitely a disappointment in comparison. Though some of the choices might've been arguable (like the inventory system) generally if felt like you had less choice when it came to character building.

Concept makes a lot more sense historically than it does now I think - I mean in the NES era, the console version was going to be an awful mockery of the PC version at best. The Ultima ports are probably the most egregious example - why even bother?! Nowadays I would reckon this is a nonsense idea leaning heavily on nerd stereotypes of console users as jocks and lunkheads.
