I remember reading about this game that might be called "nostalgia."I think it was an RPG and had a sepia-toned color scheme, and wasset in the 1800s.
The problem with searching for this game is that video games + nostalgiaturns up too many results about actual nostalgia, and there is alsoconfusingly, a DS game named Nostalgia which is not this game.

I don't remember which system but it must have been around or prior to PS1, and at least during or after 16-bit era. I want to say it was for TurboGrafx16! but it might have even been a PC game.

I totally know the game you're talking about. It had a really dark look and maybe mildly horror-y. It wasn't Nostalgia but I think it ended in -ia. I might be able to figure this out.

I don't think this is it because I don't remember it being 3D (though the screenshots could have just been cutscenes).
It has the same graphic feel as this if that gives a clue:http://www.gameclassification.com/files/games/Dracula-the-Undead.png

A little bit. This is all based on a hazy memory of a single screenshot and short blurb in some video game magazine, but I want to say it was probably very european influenced anime style. weirdly, the description for Koudelka makes me think that this game, too, was partially set on a boat, or the screenshot was on a boat. Probably the only thing that could handle the graphics would be a CD-based system so it would have had to have been one of those TurboGrafx games that came on CDs or an early-generation PS1 game.
