seriously, i know there's a pirates of the caribbean game but i assume it's rubbish and "grand theft booty" just seems perfect and obvious to me
- contained environments like ports and islands- open-sea random encounters- start as cabin boy, end up as blackbeard- general lawlessness- if you're too cruel to your crew, they'll mutiny- SWIMMING- mmmmm booty- guns- swords- frigging in the rigging- clipper races- OUTFITS

Sid Meier's Pirates is an open world pirate game, I believe (came out six or so years ago).

Sid Meir's Pirates is awesome. The remake is super-addictive. It's less true open world I think and more elite+minigames in a piratey world.

set it like Sid's in the carib, so the islands are quite close together and plentysum.otherwise maybe random sea encounters, sea monster attacks, and make sure there are plenty of other ships.also vary the water motion a lot, with the weather.
