I'm trying to get hold of wii controllers and nunchuks (PAL), but amn't having any luck short of paying 60-70 euro per set.
Is this normal?

I'd imagine the controllers are completely region free, right (you might want to look that up)? Maybe you could import them for less from the USA seeing the favorable exchange rate / pathetic dollar?

didn't think that the controllers were region free, though. certainly i've seen them advertised PAL so i assumed they were locked somehow.

They are definitely region free. My Japanese controllers have worked fine on my original PAL console and its US replacement.
