it looks legit. if cap is ~$94 million, clips have $64 mil next year set aside for CP3, griff, and DAJ. and there are cap holds on roster sports as well. so theyd have a good 10 spots each commanding a cap hit of like lets say $500k. so ball park, 70 mil used up.

in re: even turner at $17m per, the only thing I can think of is that olshey and stotts decided that turner was underutilized because of a bad fit with the Celtics and he would be a much better fit with the blazers. even if that turns out to be a shrewd move, they prob way overspent in order to close the deal quickly. who else was panting after turner for that kind of money?
