I think Steve Young had the best idea to defuse this QB issue in Clevelend. You announce that Hoyer is the starter but you are working on a "special package" of plays to utilize what Manziel can offer. That way you let the pressure off in the media and force opponents to have to scheme for some type of motion plays with Manziel Cleveland might not run often. I thought about the same issue when the Bills went with Rob Johnson over Doug Flutie a few years ago. That didn't work out too good. Didn't work for the Bears benching the first adventures of Weirdbeard in place of Rex the Wonderdog a few years ago either.
