Cleveland- minor league offense, but they seem to have a bit of talent on defense.
Raiders- they have a few decent players but like the Browns are completely crippled by such horrible QB play.
Chiefs- haven't seen them play, but they seem to move the ball a bit better than before, their defense is pretty porous. They might have a working QB if they can keep him from getting killed.
Redskins- playoff caliber defense with a totally hambone level offense with no QB. and they are just above the Raiders or Browns for being a complete joke in the management.
Lions- they seem to be pretty injury prone and are still quite bad, but I have to think that the bottom has been met and they are 'improved'.
Bucs- this club is in a complete rebuild. Time I saw them play they were awful at everything.
Rams- they got a good running back and that's about it.

I guess I'll go Bucs, even though they are not as embarrassing a situation as Oakland or Washington, as I haven't really seen the Rams or Chiefs.

i guess shit is pretty changeable, like why are the bengals good and the titans bad this year. but there's a handful of teams that are pretty consistently good, and those that are pretty consistently bad (see above)
