Overheating problem maybe? Check that all the fans are running and that none of the case vents are blocked.

Although having just seen the "what should not give out shocks" thread, and assuming you're talking about the same computer, then something is seriously wrong. It needs to be fixed either by the manufacturer "if it's still under warranty) or a qualified computer technician.
