well, it depends on the length of the ride. for short rides bundling up heavily is not a problem.
for rides longer than 20 minutes you should dress lighter--if you feel cozy when you step outside, you are wearing too much. you should give yourself around 15 minutes to get the heat going. it also depends what your layers are made of. i don't know how tech you want to get....
