It's one of those Rhino/Elektra co-releases that happens when there's money to be made, but not enough for Elektra to care (see reissues of Television, Love, etc). Although they might've just released it because the Cure's ex-Europe label was putting it out.
As for the Elektra self-tribute, the Zorn/Eye cover of "TV Eye" is alright, if not as good as the Stooges' version (obviously), as is Kronos Quartet's "Marquee Moon".
