Mostly people who work at magazines/newspapers/radio/etc who get promos. Less often, people who work at the labels. Less often than that, people in the band who make the music. Less often than that, people who work in some aspect of the manufacturing (CD pressing factory). And sometimes the "leak" is really just a guy who works at a store who "leaked" the album a couple days before it goes out on the shelves. CD's in the US are put on shelves on Tuesday. The store owners get the actual shipments days before that.
